Rationale: Overnight.fi was very successful on Optimism and the expansion to Arbitrum has a lot of potential.

Rationale: Alchemix has been a long time supporter of balancer and has recently demonstrated further commitment to the Aura ecosystem. The Aura delegates are in support of this pool with a 2% emissions cap.

Rationale: As this was initially requested by the Stargate group to enable their migration to v2 of their token, the Aura delegates voted in support of this BIP. The decision not to implement BIP 210 as a result of actions from Alameda and recommendations from the Stargsate foundation, was made clear after the vote was executed.

Rationale: The unfortunate events surrounding the exploit of Euler have made this BIP a necessity.

Rationale: zkSync is one of many very promising options in the zkEVM space and is currently supported by an array of other protocols. A Balancer deployment here has extensive upside potential with opportunities for Aura to become involved as described in the forum discussion. The Aura delegates are in support of this proposal.

[BIP-213] Whitelist Yearn’s yBAL Voter Contract for veBAL

Rationale: While the delegates feel that the creation of another wrapper very similar to the one created by StakeDAO does not bring a whole lot of value to the ecosystem, they do not wish to stand in the way if other stakeholders wish this to be added, and have chosen to abstain for this vote. They note the decision to propose the gauge vote with a 2% cap limits any potential issues during launch.

Rationale: This upgrade will provide for greater efficiency.

Rationale: The Aura Delegate Council is not supportive of this pool and would prefer to see Tetu bring more value to the Balancer ecosystem rather than simply adding new gauges. An example might be the inclusion of another protocol who was willing to use this as a pairing. More broadly however, the Aura Delegate council acknowledges opposing such requests might not be in the best interests of the Balancer ecosystem and notes that Tetu is a competitor to Aura Finance. As such, the delegates have decided to abstain rather than actively oppose this request.

[BIP-220] Enable bb-ma2-USD Gauge [Ethereum]

Vote: Abstain

Rationale: The Aura Delegate Council have decided to abstain on this request for a pool from Morpho. Whilst the pool design appears to look good, the Aura Delegates simply do not have sufficient knowledge of Morpho as a protocol to lend direct support. To that end, the council did not decide to actively oppose this request but cannot support it at this time.

[BIP-221] Set Protocol Fee Percentage to 50% on Gnosis Chain

Vote: Yes

Rationale: The Aura delegate council were supportive of the addition of this fee structure being added to the Gnosis chain. This is a great step in the right direction for activities on other chains and supports the revenue flow for Balancer DAO.

Rationale: The Aura Delegate Council believes this pool adds another excellent options for those wishing to deposit their stables with Balancer who do not want any exposure to yield bearing products. The recent Euler hack, although thankfully resolved, was evidence of the types of risks that are inherent in this space. The addition of this gauge provides a potentially more stable option for certain depositors.

Rationale: As per previous votes, the council decided to abstain from voting to allow for a more thorough review at a later date. (Edit: please note that the delegates voted ‘yes’ after further discussions in BIP 231)

Rationale: The Delegate Council felt this was an exciting opportunity for Balancer and supports the Balancer foray into the zkEVM space.

Rationale: The Aura Delegate Council supports these amendments. Clarifying requirements and guidelines for incentive structures such as this provides greater certainty to protocols seeking to use Balancer and will support long term ecosystem growth.

Vote: Yes

Rationale: The Delegates are supportive of the gauge with the 2% cap and look forward to ongoing participation from Silo Finance in the future.

[BIP-227] Upsize BAL allocation in Ribbon Finance Treasury Vault

Vote: Abstain

Rationale: The Delegate Council felt that although the vault has returned some excellent results thus far, and the strategy appears to be performing well, that the risk was not worth risking more treasury funds for. Market volatility has been highly unpredictable in the current macro environment and although the delegates are supportive of the current plan, under BIP-24, they felt that increasing the allocation was not in the interests of the DAO from a risk to reward perspective.

[BIP-228] Enable bb-t-MATIC Gauge [Polygon]

Vote: No

Rationale: The Aura Delegate Council did not feel that this proposal from Tetu was in the best long-term interests of the Balancer ecosystem.

[BIP-229] Fund Balancer Grants for Q2 2023

Vote: Yes

Rationale: The Aura Delegate council is supportive of the work being carried out by the grants committee and applauds the grants allocated thus far. In addition, the increased price of the BAL token itself has meant that this request does not come at any cost to the DAO, which is great news. Finally, the Aura Delegates would like to thank Zekraken and Zen Dragon for their work in the grants committee and congratulate Burns on commencing a leadership position and welcome Steve0xp as a new addition.

[BIP-230] Fund the Balancer Maxis for Q2 2023

Vote: Yes

Rationale: The Aura Delegate Council appreciated the detailed breakdown of funding and planned use of allocated BAL tokens and the 5 ETH for gas. The work done by the Maxis is excellent and is in the finest traditions of decentralization. The additional request for 1500 BAL for Dev bounties is well received and will provide much needed flexibility to the operational work carried out by the Maxis.

Rationale: The Aura Delegate Council felt that this gauge was unlikely to be a beneficial gauge. With a market cap of 200K and only very limited interactions, the Delegates were not comfortable with supporting this gauge. For full transparency, the gauge proposers spoke with some of the delegates post the vote and better explained their position and their intentions. To this end, this vote by the Aura Delegate Council should not be viewed as an immovable position on the future of this gauge.

Rationale: This is a rebase stablecoin that involves deactivating the rebase mechanism while it is in the pool, directing revenue from the collateral to the treasury for LP yield maintenance. The profits from the UZD in the UZD/bb-a-USD pool will be utilized as bribes on Aura through Hidden Hands. It is one more protocol interested in using Aura as a voting incentives facilitator.

Rationale: This proposal seeks to enable Tetu’s cross-chain Balancer boost. Rationale: On the 24th of June 2023, the Balancer Emergency SubDAO, put all Composable Stable Pools (CSPs) into Recovery Mode. The ongoing investigation leads to the belief that many pools can run safely outside Recovery Mode. The Emergency DAO has requested rights to disableRecoveryMode() on all CSPs and all Weighted Pools version 2 and above.
