[BIP-195] Remove MAI Gauges on Polygon and Arbitrum

Summary:

Remove MAI gauges for MAI-USDC-USDT-DAI on Polygon and MAI-USDC on Arbitrum.

Reasoning:

QiDao will be migrating rewards out of the Polygon pool, so there is no reason to keep the gauge there. Similarly for Arbitrum, there are no bribes planned for that pool. QiDao bribes for Balancer will be focused on its Ethereum MAI-USDC pool.
