Summary

This proposal seeks to update the Balancer DAO Multisig signer set by replacing four members and adjusting the annual signer stipend to 10,000 BAL to align with current market benchmarks.

Update DAO Multisig Signer Set

To maintain the security and operational efficiency of the Balancer DAO, it is essential that the multisig consists of active, responsive participants.

The current signer set has been very hard to grasp, taking too long to execute payloads approved by DAO governance, often taking more than three weeks for approval. Between giving the community proper time to discuss proposals and actual execution, it might usually take at least a month.

This proposal wants to replace inactive signers with the following candidates:

Signers offboarding (check multisight analytics for activity):

“AlexLangeVC”: no activity since Jan-2024,
“0xSausageDoge”: no activity since Aug-2024,
“lewis”: per request
“nanexcool”: per request

The threshold for the multisig will remain unchanged (6-of-11).

Stipend Adjustment

It is also proposed to increase the total annual stipend for DAO signers to 10,000 BAL. Given the criticality of the role and the level of responsibility required, the increased amount ensures the DAO continues to demand professionalism and responsiveness of its signers.

This is a substantial increase in BAL terms (from 1k to 10k), however still very minimal compared to the original proposal when the BAL was priced at ~$20 (compared to today’s $0.50).

The adjustment acknowledges a new reality where all the reviews are carried out by a service provider (@maxyz.xyz), risk is somewhat mitigated by the DAO’s legal wrappers in Cayman/BVI and its service providers, and most importantly the assets in that multisig have been transferred to the custody of the Treasury Council, today managed by another third-party service provider (@kpk).

Professional service providers were consulted for a benchmark, finding market rates for signing services at approximately $3000-6500 per year.
