[BIP-XXX] Treasury Council Resignation: Xeonus, Successor Nomination of zekraken

Summary

I, @Xeonus (0xaa5af0dd9c52c773d36cdbc509a0b2a1ded4c196), am proposing my resignation from the Balancer Treasury Council (TC), effective as of the date this vote passes, and am nominating @zekraken (0xBCC63E9c0a486D10Cdb8617242507733fEF1d792) as my successor to fill the resulting seat.

Motivation and Context

The Treasury Council was introduced in BIP-882 to ensure that, within the corporate structure of the Balancer Foundation, ecosystem interests are represented and protected. Its current 7 member, 5/7 threshold composition was most recently reaffirmed in BIP-918.

I have served as a TC member since its formation. After this period of service, I have decided to step down from the Council and am proposing @zekraken as my successor to maintain continuity of representation, community familiarity, and operational knowledge within the TC.

This proposal does not change the size of the Council (7 members) or its approval threshold (5/7); it is a like for like seat replacement.

Specification

  1. I resign from the Treasury Council effective on the date this BIP passes.
  2. @zekraken (0xBCC63E9c0a486D10Cdb8617242507733fEF1d792) is appointed to my vacated Treasury Council seat, effective on the same date.
  3. The Treasury Council composition, size (7), and threshold (5/7) remain otherwise unchanged.

Risks and Mitigations

  • Continuity risk: Mitigated by proposing a successor concurrently with my resignation, avoiding any period where the Council operates below its intended composition.
  • Threshold integrity: Unaffected, the swap preserves the existing 5/7 threshold and 7 member size.
  • Address verification: @zekraken’s new signer address (0xBCC63E9c0a486D10Cdb8617242507733fEF1d792) has been confirmed via a verified Etherscan signature, removing any risk of address error prior to payload execution.
