I’m getting complaints from lots of significant BAL holders that they cannot vote.
I think overriding delegate votes was removed from Balancer snapshots at some point without approval or discussion. Below is a message signed by a holder of 480k BAL that could not vote (there are many similar cases):

Message:
"I have over 480k BAL and cannot vote. Override was taken away from snapshot strategy without any permission from the DAO.
Already undelegated, but this vote has to be repeated so my vote counts the way I want, not my delegatee’s way."
