[BIP-806] Enable Gauges for fWETH/fwstETH, fWETH/waArbwstETH, fWETH/waBaswstETH

This is a proposal to enable the gauge 0x1CCE9d493224A19FcB5f7fBade8478630141CB54 on Ethereum, for the pool 0x6b31a94029fd7840d780191B6D63Fa0D269bd883, fWETH/fwstETH.

As well as to enable the root gauge

0x15C61f8bfAb804d8EFAE45781843BB654F619F55 on Ethereum, which redirects rewards to the child gauge 0x1C81E457d435788C70B7BB71e1eE149f3C6710D3 on Arbitrum, for the pool 0xB1B8B406EeeBBB636fdBB20E6732c117d828363C (fWETH/waArbwstETH)

And also to enable the root gauge 0x9604a525630E7d9d72d804bDcB678862bab1971c on Ethereum, which redirects rewards to the child gauge 0xf63c00BeAd3A6bcB970B55864c8E0BAB9A56Bd47 on Base for the pool 0x9972c4f21b5Ae6062233031314aDbBddA7513Ed2 (fWETH/waBaswstETH)

Protocol Description:

Lido is the name of a family of open-source peer-to-system software tools deployed and functioning on the Ethereum blockchain networks. The software enables users to mint transferable utility tokens, which receive rewards linked to the related validation activities of writing data to the blockchain, while the tokens can be used in other on-chain activities.

wstETH is a wrapped version of stETH. Due to the nature of Lido, the amount of stETH balance is not constant due to rebasing. As some DeFi protocols require a constant balance mechanism for tokens, wstETH keeps the balance of stETH fixed and uses an underlying share system to reflect staking rewards.

Motivation:

The motivation of deploying the gauges is to tap on Balancer’s boosted pool feature to bootstrap other areas of WETH and wstETH liquidity that contributors at Lido’s Growth Committee have identified to be useful to Lido’s growth. The use of these boosted pools will ensure that wstETH gets liquidity that is rehypothecated which in turn makes it more attractive for participants to provide liquidity.

Update #1

a. Pool and gauge address for Mainnet to correct for a misconfigured rate provider.
b. Root Gauge address for Arbitrum was a duplicate of Base, corrected this to properly correspond to the Arbitrum gauge.
