[BIP-803] Grant v3 ECLP disable Permissions to the Emergency DAO Multisigs

Motivation

With the imminent launch of ECLPs on Balancer v3 on Mainnet, Arbitrum, Base and Gnosis chain, the emergency subDAO needs permissions to disable the factories in the case of a potential malfunction. It is therefore proposed that the emergency subDAO wallets on these chains are granted following roles by the authorizer:

The action IDs can be verified by going to each chain and checking 20250124-v3-gyro-eclp, disable(), e.g. here

Technical Specifications

The DAO multisig on each network will interact with the Authorizer by calling grantRole, with role as the corresponding action ID mentioned in the table above and account as the Emergency subDAO safe.

Hyped for Gyroscope on Balancer V3. Of course support these permissions being granted for security reasons. Ty for writing this up.
