Summary & Motivation
The StableSurge hook has been deployed by the Balancer Labs team marking an exciting milestone for Balancer V3 as the first wave of hooks are hitting production. With these innovations come additional permissions related to the management of each hooks unique parameters. In the case of StableSurge the maxSurgeFeePercentage and surgeThresholdPercentage are key factors in determining how the hook will affect the pool performance and the liquidity providers. This proposal will act to grant the permissions to change both of these parameters to the Balancer Maxis on all currently deployed networks, Ethereum Mainnet, Gnosis, Arbitrum, and Base.
