The previous vote for an uncapped gauge failed to pass. Concerns about the guarded launch of qETH (currently capped at 400 ETH) and the low starting TVL made approving an uncapped gauge undesirable for some voters. After discussing with the proposer it has been agreed to vote again with a 2% emissions cap, which can be raised in the future if governance approves it.
