[BIP-XXX] Relock Balancer DAOs AURA - Q2 2025

Summary

The Balancer DAO has locked its vested AURA into vlAURA across multiple BIPs throughout 2024 and Q1 2025. The fifth lock of 2.00m AURA will expire and can be relocked after May 29th and before the unlock date of June 5th, 2025:

The DAO therefore wishes to relock its current position in the classical way by executing a “manual” relock via the DAO multi-sig—similar to BIP-767 sixteen weeks ago.

Technical Specification

The Balancer DAO Multisig 0x10A19e7eE7d7F8a52822f6817de8ea18204F2e4f will interact with the vlAURA contract at 0x3fa73f1e5d8a792c80f426fc8f84fbf7ce9bbcac and call processExpiredLocks with argument true - The execution needs to be timed AFTER unix timestamp 1748469600 (May 29th 00:00 GMT) and BEFORE timestamp 1749074400 (June 5th 00:00 GMT) !

The plan is to omit this procedure and move forward with the alternative to migrate management to a new safe as outlined here
