**Summary & Motivation**

In order for StableSurge to continue to gain adoption, the flexibility for the amplification factor to be changed allows for more or less slippage between the pairs in the pool. Due to the nature of stable surge, the end goal is to allow for more efficient swaps and charge higher fees when volatility occurs. The permission to manage this parameter will give the hook maximum opportunity for success.

For example Base can be seen [here](https://github.com/balancer/balancer-deployments/blob/bbe1ebb272b8b3085a7b91c33ff997ff72520327/action-ids/base/action-ids.json#L514).

Technical Specification:

The DAO Multisig on each network, Ethereum, Gnosis, Base, and Arbitrum will write the respective `Authorizer` calling `grantRoles` with the respective roles for `startAmplificationParameterUpdate` and `stopAmplificationParameterUpdate` for StableSurge factory created pools, the role will be granted to `0x9ff471F9f98F42E5151C7855fD1b5aa906b1AF7e` on all networks… This will correspond to the following table.
